I tried both the sw and os versions and 10 and 10.3 and 10.3.1 and 1 and a and crap (sorry) - none worked.

Yah that version number is "invalid" as well - meh :(
But this issue has been present since 10.1 for me anyways :)
I have confirmed your observations on my Z10 (10.3.1.2576 SR 1779) and my DA-C (10.3.1.997). Entered a bug report on Jira:

Interestingly enough the calendar display on 10.3.1.2576 shows a check box icon at the appropriate time, but the reminder comes an hour early.

If I am not mistaken, Europe doesn't change time, until a couple of weeks after U.S. time change. That may be a temporary problem.
An interesting thought... I've always given up before 2 weeks after the bug strikes

The 20-year old Psion I now use a bedside clock understands daylight savings, and adjusts the time the alarm rings, as does every other tech item with an alarm that I've owned since.
Defending a bug because of love for the device... Priceless. ;)

Yup! Just tested it and it's true, you need to set the reminder 1hour later, ei 1430 to remind at 1330.
If you set the reminder to actual time then the 'occurs in the past' notification changes at the correct time.
Now I guess I need a reminder to remind me to be +1hour on my reminders :S

The problem is UK BST which is GMT/UTC+1hr. But remember seems to have added 2hrs to the reminder bit. The visual side is working fine with tasks going 'into the past' at the correct time.

This bug is all the result of President Bush! It was a IT nightmare when he decided to move daylight savings time. I remember back then, I had appointments at two different time on my Lotus Notes at work for two weeks.
Even today, it seems to still cause problems. With the price of oil down, I doubt the US economy is saving money now by moving DST two weeks early

As the OP reported originally this is an issue that seems to be limited to time zones that use GMT in the winter and BST in the summer. Read my Jira submission for the procedure to replicate.

I don't know how. Either your using it in the morning because it's dark or you're using it early in the evening because it's dark.
I was useful back when farmers plowed with horses and even then what does it do? We trade an hour of light at one end or other of the day. Just leave it alone. It does nothing practical for anyone other than some myth it saves energy.
The analysis was done mostly for eastern US. Basically, people tend to sleep a bit later and be up more in the evening (shopping, tourist) so for the summer seasons, it's an hour extra during the evening. In the morning, I don't know anyone that wakes up before sunrise during the summer months.
But for farmers... it's useless...
