Here in INDIA it's same with Airtel network, you have their App on the phone. It's like they force you to use their App, nevertheless it's the worst App on my phone and the funny part is that you can't Delete this stupid App.

I think Blackberry gonna make official release of 10.3.1.. in the end of January. Like a global update. I always get update like this. Not roll out from my carrier.
