When I asked customer support on my carrier, they said the updates are released by manufacturer and carrier only tests them. (O2, Czech Republic)

But ofc, the customer support may have been wrong, who knows.

BlackBerry hosts all of the OSes. Carrier opens the "door" to BlackBerry's server for its customers when it decides to (or instructs BlackBerry to do so).

Ultimately BlackBerry can do what they want, but its current agreement with carriers is to let them decide.

No idea yet on details of official OS. Only guesses.

We know, that OS10.3.1.2072 / 1450 is the next major release.
It's in the carrier portal, and some sources said, that the carriers are testing the version for two weeks now.

I don't find it odd at all. The whole 27th thing was based one one unsubstantiated rumour that ran against everything we know about it already, namely: 1) carriers need to approve an OS anyway, and 2) BlackBerry said "sometime in Feb" it would START to roll out.
