Did you delete one of the bundled bloatware apps or something? 3MB isn't big enough to update anything.
Did you delete one of the built-in apps (I forget how many -- Facebook, Twitter, Sportsnet?) It may be reinstalling those.
Didn't delete anything as far as I know. Strange!

Could also be a small update for one of their apps like Rogers One Number, My Account, or Anyplace Live
