Not exactly. It is a file you place within a folder.

One way that works is use docs to go on the device and save a .small bit of text to a file. It will have .doc as the file type and you'll have to change the filename using windows and connected via USB or maybe wifi. I haven't found a way to save or rename a file using "." as the first character in BB10.
I imagine you can skip a step and create this file on the desktop and just copy it to your ringtones folder(s).
Personally I don't use this method, instead I use your mentioned method of creating a ringtones folder except I put my ringtones folder a little deeper into the sdcard/voice folder, just so I don't get voice recordings mixed in.
There is already a .nomedia file on your phone that you can copy wherever you want.
Connect your phone to your PC, start BlackBerry Link, access your internal flash storage and copy the .nomedia file from "misc/android/Android/data/" and paste it in the folder you want. Easy peasy

Many thanks for this solution. Now I can listen to music without thinking my wife is trying to call. I just assumed she had impeccable timing by never calling in the middle of a song. We're very tired. Lol.
