If u have installed the 10.2.1.1055, you don't need to install any runtime. To install apps, you can install them directly from apk files. I have a Z10 STL-100-3, earlier this morning I installed 10.2.1.1055 using autoloader, and then downloaded few apk files from the forum (do the search) , transferred them on my memory card, accessed them on the phone using file manager, and just click on them to install. So far I have installed Instagram, Pandora, Netflix, Viber and Candycrush- they are working just fine.
So, NO, you don't need any runtime for this one
