I have problems for downloading festive free apps, I'm using vpn to connect to bbw and also turn off my network, is this because of turning off network? And this is my error

I had a similar problem.
I don't think it's your VPN (I have one too that disconnects every time as well). I think Blackberry World has flagged your account as a "risk" and will not let you purchase/open a BlackBerry World account
You'll have to contact BlackBerry and have them try and fix it. It'll take awhile..sorry.

Have you tried a BlackBerry World refresh?
(Open BlackBerry World. In BlackBerry World app, swipe down from the top > Settings > General > Refresh BlackBerry World)

I'm living in Iran so I have to use vpn and of course can't call BlackBerry!! I think this issue is because of my simcard,is payment options related to simcard? Can someone check?

This has been a known issue with BlackBerry World. I ran into it myself. I believe I fixed it by adding another payment option. This thread may help. It refers to the PlayBook but applies to BB10 a well: http://forums.crackberry.com/showthread.php?t=952370

I can't add any payment options! It gives me the same error! Is any way that someone send me these apps?!
