    Apple has the developer accounts which anyone for $100 can get an account that allows them to install beta OS. Does blackberry have something like this where I could simply pay some money and get legitimate access to betas?

    Nope. And I think you have the information slightly twisted. You're not paying for access to betas only. That just happens to be one of the portions of the Apple developer program, so that you can properly debug your apps against their changes. BlackBerry gives their beta OS for developers to test against for free.
