No difference, apart from Link requiring less temporary space on your device.

I updated my phone from 10.2.1 to 10.3.1 through OTA.. now in BlackBerry Link there is a option for re loading os.. if I reload then 10.2.1 will load or 10.3.1??

If you reload OS, it will give you the same one you got OTA, which is the latest one provided by your carrier. Why are you wanting to do that?

I don't want to go back to 10.2.1.. now I am using 10.3.1. I am happy with that.. but in case of 10.3.2 if that os is ram eater and at that time if I want to go back to 10.3.1 it will be impossible..

So every time when there is a new update I have to think about it..
For an example I got an update of 10.3.1.1779 (76 mb ) but still I am not installed it because if there will be any problem then I can't go back to previous position....
