This is what has worked for me to get updates:
1) Find a carrier who has released your particular phone model (the value of x in STL100-x matters) and the update in question
2) Pop in a SIM card from that carrier. Doesn't have to be an active SIM card
3) Power up device, you should see the carrier branding (and see carrier name in About -> SIM screen, etc.)
4) Check for software updates

Worked for a factory unlocked Z10 on T-Mobile; had to pop in a Rogers SIM to get 10.3.1. Also used this trick previously to get my Q10 updated to 10.2.1.

Note that this is my experience with unlocked phones using stock updates... don't know if this applies to locked phones or ones loaded with leaked builds.

If you bought your phone unlocked, you will get the update, no matter who's SIM you have in your phone.

I believe most of us understand this...but my question is when?

I've had that happen before on Sachesi. If there's no visible progress meter, it's not installing.

Try disconnecting the phone, close Sachesi, reconnect your phone and quickly open Sachesi again. Something to do with the program losing full access to your phone due to other programs.

Unlocked passport on ATT finally got the update just now

Q5 on Fido in Canada.
Fido says they haven't received the update from BlackBerry, and if I want any more info, I need to talk to BlackBerry about this.

They sent me a link to their 'OS upgrade schedule" page showing the current software release for all devices that they support.

All other Blackberry devices are at 10.3. but the Q5 is still at 10.2.1.

Agreed 100%. Plus they would avoid overloading their servers where everybody keeps checking for new software. Just does not make any sense.

You guys might also try taking the sim out, connecting to wifi and searching for the update. That just worked for me!

I have 6 unlocked BlackBerry 10 phones. None of them have received an update. I'm in the bay area. Where the hell is 10.3.1. When 10.4 hits I pray we don't have to wait for carriers and updates are much smoother. Do you think BlackBerry has the most up to date servers? Maybe this is the reason. Maybe they need to build a new server center.

All I know is 10.3.1 hopefully gets to all my devices before my birthday on the 26th of Feb.
