Why is it you can't alter app specific notifications?

Trying to patch the bbc news app to receive alerts and I can't alter notifications for apps

i don't use this app but from i understood it is not supporting bb anymore ,even if you patch it , you may not be able to have full access
if you don't see it under customized notification app then that's the reason why you can't use it's settings
