Why is it that some people with unlocked BlackBerry from Amazon and directly BlackBerry Shop are able to receive the update, while others are not?

Change your carrier or relocate to another country.
I thought the whole idea with unlocked was that it is carrier independent....

All phones are unlocked now, but BlackBerry still has to push the updates through each network in order for you to get the update. A phone being unlocked just means you can use any sim on any network, but you're still restricted by the individual networks access.

How is that crazy? You paying for an unlocked phone is completely separate from paying for a service provider. Your phone only has internet access so long as it is through whichever carrier you choose as written in their contract when you sign up. The only reason phones are "unlocked" is to prevent carriers from installing proprietary applications that prevent you from using the phone on other networks.

If you have a factory unlocked device from ShopBlackBerry or Amazon, you will eventually get the update, independent of whatever carrier's SIM is in your device. As for when, it may depend on region or maybe when the servers allow your device to update. (BlackBerry probably can't have everyone update at once and overload the servers.) A trick that sometimes works is to remove the SIM and search for the update over wi-fi. Another option is to use BlackBerry Link to search for the update.
Devices do not all come unlocked these days, as Neiun, states. If a device has a carrier brand on it, like AT&T, T-Mobile, Rogers, Telus, etc., then these devices are carrier locked and will need a Network unlock code to allow them to be used with another carrier's SIM. Carrier branded, Network unlocked devices can be updated independent of carrier by using a SIM from a carrier that has released new OS version. The wi-fi method and Link method above won't work with these carrier branded devices, however.
Same here and it's frustrating. BlackBerry won't overload their servers if they pushed the updates for everyone.

I think over WiFi is independent of carrier. So all unlocked devices should get it.

Mine also unlocked.
When I check update with my Telkomsel simcard it never says there's an update avaliable. But when I put Tri simcard, it says "update available". But I try again by putting my Telkomsel simcard, it says no update. So, I put my Tri simcard in order to have this update. Once updated, I put back my Telkomsel simcard.
And yes, my phone is unlocked. And I have no idea why cellular provider has something to do with the update.

No argument with the unlocked carrier-branded phones, but this shouldn't be the case for the unlocked non-branded phones bought through Amazon. I have so far bought a total of 8 factory unlocked (as claimed by various suppliers) BB10 devices from Amazon US/UK, or even other UK suppliers, and not even once I have received any notifications for update directly from BB over wifi OTA or via Link (even without a sim in the phone). I have always had to find a sim from a carrier that has released an update to be able to get that update.
So, what you are saying may be true with the unlocked ShopBlackBerry phones, but hasn't certainly been the case with the non-branded unlocked phones bought through Amazon.
Do you need to insert a SIM to get updates? My Z10 is unlocked and on WiFi and nothing shows up in Europe. Is BlackBerry Link any better?

Okay you can official update your phone using sachesi! Download it plug in your phone and run sachesi. In search pannnel write 302 & 720 in country and carrier respectively and start downloading the OS. Once files are downloaded go in install section in install it!
