if you follow the link below you will see what looks like a new design for BB10, flatter. If you download the PowerPoint it shows more changes to the UI. I could be wrong though, does someone want to clarify?

Good find, not sure what to make of all this.. Some slides indicate a flat UI, some are completely new designs.. Thanks for sharing!

Notice the PowerPoint was dated March 21, 2014 on the one slide so it was just posted today. Not sure if its just a mock up to represent how it looks for devs during layout or actually how it will look.

It says wire frames. Developers usually create wire frames for their app/website when still in the conceptual stage of their project. Later on they finish the design work. I think that's what the ppt is about.
