Please tell me there is a way to turn off the new copy/paste pop-up. I haven't yet figured out what all the buttons mean and really just prefer the old sidebar. Thanks in advance

I don't think so...
No, you can't turn it off.
But let me help you with the buttoms.
The scissor is CUT.
The two pieces of paper is COPY.
The dashboard is PASTE.
The abc is SELECT.
The dark bar with lines is SELECT ALL.
The dots connected by lines is SHARE.
One final secret, tap and hold on any of those and you'll get a lable. :)
From what I see, there is no option to change back to the old copy and paste controls.
If you long press on the new icons, text will appear above the icon about the function. I prefer the new copy and paste, since it takes less of the screen and it is a bit faster. :D

is there an easy way to obtain the text circle? have a hard time getting it to open.
Lightly or quickly tap on the text. The brings out the circle. If the circle is slightly out of place, tap the circle right, left, up, or down to the position desired. If the circle is way out of place, tap and hold the circle at the bottom. Then you can quickly move the circle any where.

Fair enough I guess the problem for me is when I try to open links in new tabs, this seems to get in the way

For links, I click outside the link and drag the circle inside the link.
