I too am baffled by the mechanisms and apparent complexities at work with the non-destructive update process and/or the backup/restore process.
One would think that on a device boot, the OS could perform some type of cleanup process on the system settings to resolve these types of corrupt device states. It seems that this would fix about 99% of the problems encountered in these threads.

So I went ahead and wiped w/o a restore. What a MAJOR PITA. Moving and grouping icons back the way I want them (luckily I had a screen shot of my home page) and then setting up all the apps (meaning username and passwords).
But... it's done and I hope I never have to do that again.
A test reminder now plays sound again. First time since going to 10.3.1.####.
Notifications open up in the Hub like they used to in 10.3.1.1154.
I still cannot get the BlackBerry Assistant to launch CB10. I tried saying "Launch..." and then several variants. If I say "CrackBerry", it launches Crackle so I know it is seeing some apps I have installed. No clue why I can't get it to launch CB10 when others can.
Otherwise everything else seems to be back to normal.

I just tried the BlackBerry Assistant again and this time she launched CB10. I have no idea why it didn't work before. I even installed Crackle after CB10, so why it was willing to find it and not CB10 is beyond me. Either way it is working now.
