You need root for lucky patcher and as of now, there is no possible way of rooting the android runtime

There is only one very old patched version of Lucky Patcher that can run on BB10 (the patcher itself has to be pre-patched). You can find something about it in one of the many Cobalt Google Play threads.

Even so, no one really suggest using it anymore. Cobalt's PC-based Google Play Patcher is much better, and more current.
