This question has been brought up, and I am sure BlackBerry has been asked. If they choose to implement this I'm sure you will see it.

Side loading is done by using development tools to load unauthorized software on the device. The tools work for BAR files when used as supported by BlackBerry.

We can't (officially) direct install APKs yet either. The functionality is in testing internally at BlackBerry, and hasn't been (officially) released to the public yet. I'm sure as we get closer to release they'll look into the possibility of directly installing .BAR files, otherwise they might end up having to explain themselves to frustrated users.

Could be they'll restrict direct APK installation to dev phones too, and look into teaming up with one of the more legit app stores (such as Amazon?) for official release.

If it's possible, we will likely see it eventually.
The top priority right now though seems to be android apps, so any resources dedicated to bar files is slowing down progress.
