Can I subscribe to bes as a personal user? I don't know how to even start. I'm desperate to have the push mail since I need to guard my email sending all the time just to check if it's sending properly.

You have to remember a couple of things. BES is a corporate tool and BlackBerry is focussing on corporate customers, not consumers. Having said that I used the one year free trial of the program myself. You can start here: BlackBerry
I will say however, that in all my testing of BIS using BBOS, and BES using both BBOS and BB10 the main diferentiator is the email server. When I compared BIS delivery on BBOS with IMAP IDLE push delivery on BB10 from a email server that I run neither had an advantage in speed.

I use my email for my company but my company is just a small company.
I assume that bis & bes will be the same speed since it's both under blackberry.. how about bes compared to carrier Internet?
Btw I just register to bes12 and waiting for response. Thanks for suggesting

On my 9800 when I purchase something from Amazon I'll get an 'online usage' notification email from Chase the moment I click submit. Now it takes a minute before I get notified.

I use MS Exchange at work. Emails come to my BlackBerry faster than they do to Outlook on my work computer. It is 1000 times faster than any of the numerous Android Exchange apps I tried on my Android.
Bottom line, BlackBerry email on Exchange still cannot be beat.

BES 10/12 will not improve push speed at all.
That's actually going to slow down this a tiny bit (extra traffic route through BBI + extra layer of encryption.

Have you tested this? I haven't actually done a comparison between BES 5 and BES 12 but BES 5 is noticeably faster than BIS. The BIS/BES speed advantage comes from a BlackBerry server that is in the front end of the carriers' phone network so traffic bypasses most of the other Internet routing. The encryption keying for BES is set up at configuration time so the BES server and the handset already have symmetric conversation keys established. Symmetric encryption is very low overhead on modern hardware, I doubt anyone can tell the difference. Not like SSL/TLS where each new connection has to negotiate starting with public key cryptography.

I wish BlackBerry offered a $25 a year email service that was same speed as BBOS email. I'd sign up. I always liked the "blackberry" in the email address too.
My outlook, active sync and (G_d forgive me) my Gmail are all almost instantaneous. I'd imagine most services that provide push would be. In a perfect world, BIS would be an option, and I wouldn't have to be selective when time is an issue, but that ship has undoubtedly sailed. :(
EAS has a MUCH higher overhead than BES5 push mail has.
Traffic from a BES server travels thrugh the Internet where it reaches the BlackBerry Infrastructure.Depending on where your BES is located, you will hit a different datacenter. For EU (except France) it's in Hull, UK (as far as I remember).
The device connects via the carriers network to the same datacenter, which acts like a router.
You are completely right about encryption and practically no overhead, but most people maintains the TLS for the EAS protocol, so you have two layers of encryption to handle. I doubt nobody will feel any difference, but you will definitively not get the same performance experience as with BES 5 which also did massive compression.
BES5 has it's own "true push".
BES10/12 is more just at VPN tunnel + proxy server. Inside it's just EAS.
