So I upgraded to leaked 10.3.1.1151 but the hub isn't showing any of my bbm messages that come thru but in bbm they are shown. Upgraded from 10.2.1.

try restarting the Hub by swiping 5 times in the upper right corner like shown here

HAve you tried to look into the app settings in the hub settings if nothing was messing up you rnotifications?
otherwise I would recommend you to do a reboot?
Maybe try a clean install, by restoring? Be sure you back-ed everything up?
Rebooted over and over as for the hub setting I can't access the hub.
Do you think it could be a problem with the hub bar file?

So you can't get to it at all. Can be indeed a problem with the bar.
Did you try the HUB icon (that looks like an app)
If this doesn't work either you should reinstall the OS
