I really hope they continue developing BB10 beyond 10.3.1. Given Chen's focus on the enterprise and his ambivalence towards the handset business I'm somewhat worried that BB10 will be neglected after this release. Even the pace of articles and tutorials on the dev blog dropped dramatically over the past few months.
Indeed they have, the developer relations is somewhat bare bones now it seems.

I believe you can install the 10.3.1 Beta APIs through Momentics now.

Does this profile creator mean we can make scheduled profiles (different tones/volumes at different times)?
If it isn't there yet, it's a really nice idea/feature.

I didn't see that option in the simulator.

Me neither. But you can add each profile to the Quick Settings now (two-finger swipe from the top).

I can confirm, however, that it is indeed possible to change the LED colour. You can do this per app, per profile (even the default ones)! There are new profiles for bedside mode and the new meeting mode as well. Overall, the notifications pane in the settings app has been changed a lot, everything has been rearranged into profiles. You can even decide on a profile basis whether the screen should be lit up.

Another thing is that BlackBerry 10.3.1 seems to bring back many of the classic ringtones and message tones, even the cheesy ones. I haven’t been able to confirm yet whether they have been modernised as well, but in the simulator they do sound okay. [Edit: I’ve quickly counted them: 6 new alarm tones, 5 new BBM tones, 6 new message tones, 6 new ringtones, 6 new reminder tones, 6 new text tones, 1 new timer tone and 31 ‘classic tones’.]

Can the volume of each notification be set independently?

In other words, can the volume of, say, the text notification be set to one level, and email be set to another level, and phone to yet another level?

Yes, I think you can. You can override the profile sound level per app.

    I attached some screenshots.

I understood the dark hub option was only for the Q10, Z30 and Passport? Because of the amoled screens..

Meh, I usually hide it in Android apps.

No sign of dark hub, although I've heard that it'll only be in the Gold SDK.

Speaking of SDK, I can't actually get the damn 10.3.1 Beta API level in Momentics. Guess they thought the launch would be tomorrow.
dark hub better come to z10. i mean it. theres absolutely no reason for it to not happen

why would amoled have anyuthjing to do with the OPTION? theres a dark option for everything else on the z10, so hub should be no exception.
