Is there an app that let's me type in text, and draw on a pdf file?
On android I had ezpdfreader that would allow this.
That way I can fill out and sign pdf files without needing to print and scan or use my acrobat on the PC.

I think that requires Adobe Pro but not sure that it's available for BlackBerry.

qPDF or jotsy might work (i dont know if they have BB10 apps but they did have playbook apps)
Qpdf doesn't let me open any file, throws an error. I contacted the developer.
Will see if jotsy is there.

PDF documents are not intended to be editable. The guaranteed layout and non-modifiability were the reasons the format was created. If you want to produce and distribute PDF documents, all you need is a text editor and TeX or LaTex to process the source file into PDF representation.
Not sure what I did as I didn't remember installing 3rd party pdf editor but it seems that I can edit pdf now, such as adding text, put comments, add signature, all using Adobe pdf. I'm on. 1259 leak
To get the edit menu simply hold anywhere in the document that you wish to edit and it will appear.
