They wouldn't be permitted to update it even if they wanted to and had the resources left to do it. OHA rules.

To get a permission, do they want money?

Sad that Blackberry bends the knee to Google in this respect.

Google has plenty of money. Google wants uniformity in its apps and associated processes to work exactly the same on every Android device and that will never happen with Blackberry because the runtime is a hack on BB10 and Blackberry would not let Google have the system access it does on Android devices. Because the runtime is on top of another OS it will never be able to pass compatibility testing with Google like every other Android device does before its issued a license for Google app/services.

Google was fine with letting the runtime die on the vine in order to get Blackberry on Android but thats the end of it.

You know Honda makes more money than Lamborghini and they have tech to do it. Not a good comparison!

Such a shame that bb10 will be EOL. Google should buy BB10!

The OS will become less useful to people leveraging the use of Android apps.

No need for RT update on OS10 devices, all the Android fantastics are moved over to a Google adware devices by now, no need for OS10 devs to waste time on that.
FB and WA noticed that trend and pulled the plug for the good because sugerboy realised that OS10 is no good for them to flood his brain dead muppet users with there commercial crap ad's , let us have a clean and fast consistent OS10, glad that finally coming through.

Android 4.3 has good app handling capabilities still. Most of what Google has added to android after it, is spyware such as hard baking Google play services into the OS and unnecessary bloated design updates that are unimpressive. Also they've been closing loopholes that allowed users who know what they're doing, secure the os better. Why do the masses believe that every os update means something good is been done under the hood?

Run a nexus 4 and see how good it is in handling recent apps. All blackberry should do is at least ensure we have a smooth experience with the runtime by fixing it .

Actually support for some third party hardware requires Android 4.4.

The assumption that BBRY is not permitted to update the Android runtime is just that, because BlackBerry's license for Google Mobile/Play Services is proprietary.

Unless Conite had the opportunity to peruse BlackBerry's license agreement he is making assumptions from content from one agreement leaked years ago.

So, only BBRY knows what they are permitted to do with Android runtimes. It is possible that BlackBerry will no longer licenses Google Play Services and will rely on each manufacturer partners' license for Google Play. May be why the BlackBerry name is not found on DTEK devices.

A couple of agreements and a number of lawsuits by Google. The picture is pretty clear, and generally accepted.

It could be possible. Establish open source development group, give them the possibilities to do it, signing keys, they release the runtime update, play dumb when Google asks.
About the possible lawsuit: If launched in parallel with Google Play Services investigation done by EU European Commission - PRESS RELEASES - Press release - Antitrust: Commission sends Statement of Objections to Google on Android operating system and applications, the lawsuit could be a really interesting to watch. It could be probably won in the USA too. However, this doesn't take in the account the amount of backlash in marketing that would follow.
FTC and DOJ wanted to break Microsoft in 2001 for far less as monopoly, this is so blatant antitrust that even a 10 year old could make an argument on why it would be good to break Google in separate companies. GPS or IE6 it is still same abuse power.
