    Just like the title says, does blackberry use pins of phones that are Jo longer active or does every phone get its own number?

    Everyone gets a new PIN, the encryption, or say making-pool of the PIN is so massive that they will never run out for the next 100 years.

    Agreed. Pins are an 8 character long base-16 "number" (0,1,2,3,4,5,6,7,8,9,A,B,C,D,E,F), allowing for 4,294,967,296 unique devices. According to Wikipedia only 200,000,000 devices have been shipped so far, or about 5% of the total units the PIN system can support.
