Does BlackBerry Protect works if Location Services OFF

Can I locate my lost phone if I did not turn on the Location Services?

Edit: Nope! Location services (GPS) needs to be enabled, the phone needs to be on and have network connection

Thanks! I was expecting it to be like Find my iPhone where a network connection can enables Location services when needed.
