    Device monitor is broken, needs to be started manually at any reboot by opening it.
    I've reloaded a few different sysmon.bar files. Doesn't help.

    Mine seems to work when it feels like it! I'm running 10.3.1.1154, hopefully when the official 10.3.1 comes out the small bugs around the OS will be ironed out, including this one.

    The scenario most of us are seeing is after a reboot, say you run your battery down 20%, you open the device monitor and the battery will be a flat line starting at the percentage you are currently at. It will not reflect the 20% decline.

    Not. You only don't know it. Launching UI after boot make Device Monitor working from that time.
    This bug is in last 3 leaks... Try simple test:
