What OS did you install just the Core OS over? If you've left out the system apps that are also necessary for OS 1151 to work properly, then of course you would experience problems.

I had my phone running 10.3.1.1151 autoloader installed. I just installed radio files I assume. File was about 37.7MB in size (after exe extracted) and named "Radio 10.3.1.998" download link in this thread.

Security wipe your device, and install 1151 again, using an autoloader. I'm not sure exactly what you've installed, but the fact that you don't know is a bit concerning. Don't just install random files to your device, if you don't know exactly what they do and what you're doing.
