My data consumption is as follows
15-20 mins of browsing internet/reading articles daily
E mails
No videos/audio streaming
My main concern is I use a GPS tracking software and go for long bike rides 4-5 hours once a week so I'm hoping it's not a data hog on gps.
1. How much of an increase in data consumption is it on OS 7 vs OS 10?
2. Would 1 gig of data per month be sufficient for my above needs?

- I have used a Z10 and Z30 with 1000MB/monthly, you will need a bit more data. From System Settings select menu Location Services, disable Location Services and Traffic Data Collection. But, any related mapping that might go with it does use data as it pulls the map information off a server from somewhere as it's being used - unless the tracking app you're using can download and save the map, or whatever it uses, separately and be displayed from device memory.
Data usage is much bigger in general. I went from a Torch 9800 (OS 6 device) that used at most about 400 Mb a month to a Z10 that instantly used 2.5Gb a month - that's mobile data. Then I deleted the Facebook app which was pinging the main servers constantly even though I only actually checked it about twice a week and had turned notifications off. My average usage dropped a full 1 Gb a month. Now I'm down to anywhere from 1 to 1.5 Gb a month. And I'm on wi-fi most of the time. I can't imagine what I'd be using if I wasn't. I don't do all that much over the mobile network.
I do have one Exchange account and one regular IMAP email account syncing.
But, I am also on a grandfathered unlimited data plan from AT&T that I plan to keep as long as they let me. Which basically gives me 5 Gb a month before they just slow me down - but that's all they can do.04-26-15 11:52 AMLike 0 - With BB10 OS you tend to use more data due to more capabilities on the OS but on recent OS you can monitor data and place restrictions to avoid going over, also you can can control what you can disable to avoid background use of excessive data. It will work just needs personalization of your device.
My opinion go for it.

Given a chunk of that is installing stuff when I got my passport back but it was just as bad on my Z30

The other posters above rightly point out that your new Classic is more capable (the Browser, alone, is very much faster and renders better). BIS plans did save on email by using compression via the BlackBerry NOC however they also limited you to basically plain-text formatting. The Classic by default will allow HTML emails and formatting and these are obviously fatter than plain-text.
The maps applications are not TOO bad when it comes to using data. It's about 11-20mb/hour depending upon the application. WAZE uses more because it does more (and it's hooked into Google Maps which is handy).
I think that the background synchronisation of other things like FaceBook, LinkedIn, Twitter, and all my email accounts is really what chews up data on my plan. I'm on Rogers with a 3gb "Share everything" plan and I rarely crept over 1gb.
If you're buying on Contract then use the time to research your options. If you're buying directly from ShopBlackBerry then use the new phone to monitor what you're using and when - and then plan accordingly.
PS: The initial setup of a new BB10 phone is really intense: The first 24 hours should be on Wi-Fi so that you don't go crazy with your data charges. There is a lot of synchronisation and back-and-forth - especially with Exchange and Contacts, for example. The benefit is that by allowing the phone to do this work, your contacts will be that much more valuable to you because they'll be fully integrated with everything else on the phone.
You'll like the Classic I'm sure. In a nutshell, if 1GB is enough depends on how you use your phone. If you are currently using 400MB or less, you may be able to get by if you are careful with data usage and switch off all background syncing on BB10 .
For GPS tracking apps, GPS Lodger II has options for using online maps or not. If you choose not to use online maps, there is no data usage. If you choose to use online maps, the data usage in BB10 is at least two times that of the usage by the same app in BBOS. Data usage could even be higher if use apps such as ViewRanger to download topo maps and trails for your bike ride.

I am estimating my mobile data consumption has increased about 25%, that's because I am using Waze frequently. Most of my heavy browsing is done via WiFi, though.
As of today I still have 500 GB remaining in my plan

The biggest difference? BB10 doesn't allow you to disable images and JavaScript. Sucks. Really really sucks. I was on a 1GB plan before and never came close. If I go over now with Verizon, it's $15.

BIS is good at compressing some kinds of data but not others. Music files for isnaynce, are already compressed. The trick is that even if you don't currently use a lot of data, there are more possibilities for data consumption on a bb10 device than a bb ID 7 device. My most recent statement put me at 5 gigs. Also bb10 checks in with amazon and android apps generally consume a lot of data that you wouldn't be consuming on your current device.
So it is certainly safe to assume that your data use will go up, but not safe to predict how much it will go up.

I had a 3 GB plan since my BIS days and I used to be always slightly under 1GB, now I'm around 1.5 GB. The thing is that I also tend to use more data since I upload more pictures and view more videos
