I'm trying to do a wipe to revert to 10.2 and every time I wipe 10.2.1 keep reinstalling why? I tried doing a Factory Reset from Link and I tried doing a security wipe in settings.

You need to re-install the old software like Captain_L mentioned use autoloader to reload the old OS

Downloading from BlackBerry 10 Autoloaders - BlackBerry Developer is that the one?

Those don't have a lot of apps such as social media or music apps remember ect
