First of all, I dunno what is the difference between an apk containing an app or a plugin.
I found some some plugins from play or f-droid which I cannot install on BB10.
As a real example, f-droid: vanilla lyrics (requires vanilla app installes)

Install both seperately.
Did u tried?
Because installing from f-droid or downloading apk and install, I always have an error message 'unable to install this app' and even the icon displayed in the installation screen is not the default one.

Checking to install in an android device.
The installation doesn't generate an executable file for users, but it appears in the app list and can be uninstalled.
Do u know how if other non executable per user apps can be installed?
Also I suppose that this app try to install their files in an specific folder, maybe BlackBerry has mapped this path to other path....
