    As far as I'm aware, this is not possible with BB10. The settings posted refer to using NFC for payments, that's why the option for using it when the phone is off mentions specifically that the transaction is handled by the SIM card. (You need a special NFC SIM to enable purchases.)

    For just general purpose NFC usage, there is an app which lets you set up various actions for the phone to perform when it reads NFC tags (or rings etc) BUT you are limited to actions which the app / phone / OS have available. And for BB10, there is no action for unlocking the phone.

    So, not possible, unfortunately.

    No you can't unlock it, that would be a tad bad for security, the above is for things like contact less payment.
