if you are talking about bbm, it just uses a small amount of data, so whatever your data plan is. It also works on wifi as well.
Kabalaz is not wrong, BBM used to be carried on PIN-2-PIN messaging, and maybe still is on some platforms.
PIN -2-PIN uses data, so what ever the cost of the data you are using at the time of transmission is what it costs.
