That confirms my suspicions that BlackBerry are targeting particular phone models and then selecting in model order via the most widely used type in each carrier per country.

That's why we see, for instance, Passports updating before Z30s on one particular carrier network, whilst on another carrier the Passports could still be waiting whilst other more numerous models get the update first. And this seems to be regardless of whether a phone is carrier-locked or not, as it appears to depend on the particular carrier sim card in the phone. Hence, my factory-unlocked Z30 in UK received update with a Vodafone sim but not with an EE sim.

Furthermore, perhaps the whole update rollout is being staggered due to BB10 divisional budgetary restraints on the downloading bandwidth capacity of BlackBerry's BB10 update servers.
- And, no doubt, BlackBerry will remain tight-lipped if asked whether the above is indeed so!

If the update is strictly on NIAP, then browser fixes et al wouldn't exist. And therefore, no one would care.

Alas, am glad that ain't the case.

I am using a Passport on Proximus in Belgium. Nothing coming over the air yet. Since this may never come, I decided to run the 10.3.3 autoloader. Worked like a charm and the wait is now finally over

Finally i update my Q10 and classic with non destructive update 10.3.3.2205 and radio 10.3.3.2206 with Sachesi after download autoloader. I wait on more time for my passport Se if Ôta. Sachesi is very good to updatinf like an ÔTA update.

Yes, installing an autoloader means you wipe out the entire phone and install a new software. But the advantage is that you flush out any problems your previous device may have had. And, of course, one takes a backup before proceeding to an autoloader so you can reinstall your settings or even apps, depending on your wish.
I did a clean install with autoloader, then reinstalled my settings (only that, no apps) from backup, synchronized my contacts again, and then reinstalled the latest Cobalt Google Play Services. Worked like a charm, and my system is generally quite smoother now.
