I do not believe this is a bug. There appears to be two gestures now for turning on your phone.

From screen off:

Slow swipe up will bring you to the lock screen where you can see time and lock screen notifications.

Fast swipe up (at least 80% the way to the top of the screen) will bring unlock your phone (or bring you to the password screen if enabled).

on z10 -1151 anyway...

I've just installed the Core OS and Radio for my Passport, I can tell there is a difference. Its better than 10.3.1.1151

Just use Sachesi and blast the core os and the radio. Simple, non-destructive, fast. Then load the newer bars from the 1133 thread if you want to feel all warm and fuzzy.
