Is there a setting, or 3rd party app, to increase icon size, and text size under icon?

My friend. Go into Settings, then display then change your font size to whatever you are comfortable with.

Thanks for your input, but that setting has no effect on either the size of the icon, or the font size beneath the icon.

Have a look in settings-> accessibility. Magnify mode may be useful to you.

Well I'm lucky enough not to need magnify mode, but I have tested it. It certainly takes a bit of getting used to. You need to be aware of where you are on the full screen and use a combination of single and double fingered scrolling to see everything. And yes it does bounce around a bit, which doesn't help.
I would suggest trying exclusively for a couple of days to see whether you can get used to it. You don't need to have it zoomed in all the time, just to see the more difficult items. Zoom in read, zoom out navigate etc.
If not...I'm not aware of any way to increase home screen icon size unfortunately.
Maybe use a magnifying glass to shuffle the icons around into an order that you can remember. Or put a few of the most used ones on a screen of their own to make them easier to find.
