I'll give you the benefit of the doubt that there is a language barrier here that makes it very hard to understand your points.

    I will start again.

10.3.3 is essentially about NIAP certification for government clients. This has been crystal clear from the start. There may be the smallest of tweaks in other areas too, but nothing to get excited (or angry) about.

BlackBerry erred in its estimation of when the certification process would be complete. It has clearly taken much longer than originally anticipated.

I am not "covering" for BlackBerry. I was simply responding to statements made that BlackBerry was "lying" with respect to the update. Incompetent, perhaps - resource-weak, perhaps - but not lying.

You seem angry that BlackBerry has not communicated the reasons to you behind the delay. If you feel better to be angry, then fill your boots.
Many are angry coz BlackBerry doesn't make any statements about it. Many will remain angry even if they make a statement about it until people receive it. But I think it is fair play from bb's side to make an official statement and explanation. They do not have to spend dollars on it. Just a tweet. How much of time and money will it cost them to do so?
And I firmly believes its not coz of NIAP, that this long delay happened from March till now.

They should calculated that before saying a date or postponed every month. That's their image that pass to clients and is very unprofessional. I don't see Apple or Google doing this kind of things without explaining to clients the delay.

Ok it's 10.3.3 without any improvements and bla bla bla, but i care.
Google was supposed to roll out the new Google+ design to everyone but they're past their deadline now and still no new design for lots of users including me. And no explanation why. Same with Microsoft (where's my new Outlook.com design that many already have and I should've gotten months ago?).

So even Google (and Microsoft) doesn't always explain their delays.
Apple doesn't have to explain anything 'cause 99.9% of the time they don't announce a release date and work on finishing as much as possible following their internal schedule. And then at the last moment they announce the date to the public and they just release whatever they managed to finish. Which is why their updates aren't always as stable as they could be.

Considering the lack of builds there must be a good reason for the delay

Forget about 10.3.3, bring on BlackBerry 10.4 already!

Something must have been planned in the pipeline, guess that explains the delays. Let's have faith in BlackBerry, Chen in particular.

Who cares about the updates. BB10 is toast and it missed the bus that never crashed. I think it's more important for BB to release the Mercury asap and move forward.

    What's 10.3.3 without NIAP but 10.3.2?
"Stability and security fixes" is what I keep hearing.

What does NIAP do on the actual device? It's not an app or anything. I don't understand why they can't release the OS with or without it being certified, then if it gets certified later, just saying "Hey now it's certified."

It make sense. So the delay isn't on NIAP side but BlackBerry themselves. NIAP name is being used for a cover up on their own problem. (just my theory)...

It can be BlackBerry's non-willigness to release an OS?
Or maybe just wanted to cover the time it is being taken for getting ready, since human capital and money allotted to it is almost similar to nothing?
    Cant it be anything?

The BlackBerry servers already have versions of 10.3.3 in the 13XX range. It's there to see for yourself.
