As everything BlackBerry, it goes through the NOC and has some level of encryption going on.

NOC I take it means Network Operations Center run by BlackBerry. How private is this video stream? If I'm in a video call, who else other than the participants can possibly view this ?

Yes for BBOS, no for BB 10.
I think with BB10 the only service going through the NOC is BBM. Don't know if video is included.
