If this is a well known thing, then please bare with me.

I have sent numerous pictures via bbm on my old OS6 torch and OS7 bold and as far as I could tell, they were virtually the same quality on both ends.

Yesterday we both got Z10s and my girlfriend sent me a screenshot while I was on the train on the way to work. It was of a website forum and it was such low quality that I couldn't read the text that she wanted me to see. I sent a screenshot back to her to test and it was equally terrible. I also tried an actual picture that I had taken, same thing. It shrunk it to about 17kb and rendered it useless.

Are you aware of this issue? or any way of defaulting to the full size image?

Yes.. they do this for data reasons.. I LOVE it, wanna know why? Because you click and hold down on the picture, context menu pops up, click "HQ" and it requests the full HQ image. Use that feature all the time.. had no idea it was even available on OS7 and lower!
