I've had this problem for a while on the Z10, and now on the classic. I created my own tones from the 9900 but with a pause at the beginning so the vibration can happen first.

When I set them up as custom tones from the music (or voice) folder, they will preview ok, but never actually play during the notification. If I go back to the tones from the built in list, they work fine. However, I noticed with using Hub++ on the Z10, if I tell that to play the tones, and keep the native settings silent, it works (and the vibration comes from the native settings.)

I suppose I can stick with the Hub++ workaround, but I have a new classic on a different BBID and don't want to download Hub++ just for that if there is some native way to fix this.

    Any ideas?

I had this problem on my Q10 and fixed it by re-adding the song to my phone ringtone. That was enough to correct the problem. Custom ringtone too. I think you said you did that already? sorry I can't be more help- but check your notifications and make sure the correct item is there from your mp3.

You're not the only one with their custom ringtones cutting off after the first few seconds, here are some more threads with people with the same issue as you:

It will be fixed in the next OS release. There was a change put in that restricted the tone length to 5 seconds of play time, but this has been updated to 2 minutes of play time.

Was this ever fixed? The timer on my phone cuts off my mp3's after 5 seconds. I have a passport and am running 10.3.3.
