Is the an app that monitors what apps that are running in the baackground, both headless and not?

Android apps only though.

I thought device monitor only showed what had the authority to run, not what is currently running. Or are all headless always running in the background?

Open CPU tab to see current running apps

Greenify works well but w/o root it's a little clunky to close background running apps but it will inform you of which background that apps affect performance and battery. Stock device monitor also works well
