    How iOS can run numerous apps in the background, while BBOS 10 can only take up to 8?

    It's not a matter of how can iOS apps run, it's why does Apple allow it. BlackBerry chose 8 because it's what they determined would have the least impact on battery life. There's a reason articles like this exist - How to control background refresh to save battery life and data on your iPhone and iPad | iMore. It's because people will kill their battery because Apple allows them to and on top of that, iOS apps go into a paused 'state' for the most part. Background refresh executes data in bursts, it's not constantly running.

    I'm no expert but I believe that ios apps "running in the background " are actually suspended ie not active.

    On BB10 apps running in the background are just that: actually running.

    Are you sure they are really "running in the background"?

    Plus... the HUB counts as like 12 apps.

    It depends on what the app wants to do in IOS background apps can update location, respond to sensors and notifications, use bluetooth, process audio etc. Instead of pausing it'd be more concise to say IOS apps in background can be inactive or go into restricted states.
