It doesn't add up to me. I have a factory-unlocked device. The second it goes live in the UK, I will have it as I don't have to wait for carrier approval.

Spoke to BlackBerry a few days ago regarding the update this was the reply I got, and yes I'm in the UK.

Luckily I'm with Vodafone UK so thankfully I won't get the crappy update. It's of no use to the average consumer anyway and I can well do without all the reported bugs.
Me too - and it's now 14th Jan 2017... come on BlackBerry get your act together, or at least manage our expectations with a date!
I think this is down to the carriers to release the update.
I'm of the opinion that BlackBerry already released it to them. Looking at these carriers in the UK, it's maybe just 1 that is still supplying BB10 devices on their network. Therefore, their urgency for release is very low.
Bought BlackBerry Passport unlock version (SQW100-1) from amazon and I'm currently using EE 4G network (UK) and still no update so far - I've been checking daily (3 times a day) for the update latest version.
