Because the 10.3 leak is a alpha. It is not meant for consumer use... it wasn't even supposed to come outside BlackBerry doors.

I'm having the same issue as well, tried reloading the 10.3 runtime separately, no joy. Next I'll try side loading an older runtime if that doesn't work I suppose I'll have to reload the entire OS again..

AFAIK, firmware apps aren't specific for any BB10 model or variant. I have done some extensive tests, which as a result came to realize that even the 'Settings' app from the Qualcomm variants work perfectly on the STL 1 without any issue. Considering the fact that the STL 1 doesn't have 4G or LTE option in the settings.

The app data portion of the backup was the problem for me. I had to re run the autoloader again and restore only settings and media. Every is working great now. If anything, android apps actually load much faster then on 10.2.1

I've actually found 10.3 android to fix some things. Teamviewer for example now connects to network which it didn't previously, so I'm able to use it for remote workstation support.
Dormi is still a nogo on its network connection though

I had problems with both Android and Bluetooth when I first installed the leak. A security swipe and manually re-installing all apps and accounts rather than using my link backup solved the Android issue (no need in my case to re-install the OS).

I read somewhere else that the bridge App was causing the Bluetooth problems and I have uninstalled bridge and Bluetooth is now working fine as I just confirmed in my car.

Although I do use Bridge my playbook can be used using an internet hotspot on my Z10 if required and as all else is working well and assuming the battery life settles down I see no reason not to stick with this version.

So far no issues with android runtime. Installed just a couple so far but could it it be some apks not liking the runtime in this build?

Do a secure wipe of your BB and try it again without loading all your crap back into it. This way you can determine if you need to back to 10.2.1 or if it will finally start working. If it breaks again after you load your crap back into your device, then you have to start over and rebuild your data from scratch.
