    If you tried rebooting and waiting 10 minutes before using your phone, then you will have to reload your OS.

    That's one way of clearing out the cobwebs, sure.

    The other is running an autoloader.

    Well I live in Russia so there's troubles with making a new blackberry Id. Is there anything else that will help me or this is the only way?

    There are some no wipe ways to install..... but in general the best way to overcome issues is a clean install.

    You could try to sideload the android runtime by itself.

    After installing, reboot device and wait 10 minutes before touching the phone.

    Why would you need to make a new BlackBerry ID? Just use the same one you have when it asks for it after running the autoloader.

    The device will still need to connect to BlackBerry even if the same BBID is used.

    Maybe he's afraid it won't.

    BlackBerry BBID Service is (or was in 2017) blocked in Russia, as BlackBerry refused to locate servers in country and provide access. And seems that use of a VPN or Proxy didn't work too well for setup purposes.
