From the looks of this it is an android emulation for testing Android apps on the Intel chipset. If you have a BB10 device you already have an android emulation (4.2.2) available for running/testing apps. Pretty sure none of the current BB10 devices run on an Intel chipset so this is likely a dead end if you need 4.3 on your BB10. Hopefully 4.3 (or higher) emulation will come from BB in the future.

First off, both the BlackBerry 10 OS and the BlackBerry 10 simulator cannot be edited except before building (i.e. not by anyone here).

Second, the BlackBerry 10 OS itself is ARM, while everything in that link is for x86. Sure, the simulator is x86, but you can't edit that anyway.

Anything to do with the Android runtime is under the control of BlackBerry, not Google. So you'll have to wait for BlackBerry to update the Android runtime, which I doubt will be anytime soon.

Heck if I know, I don't work for them. But, as it is part of the OS, it's their call on whether or not to update it.

In short, android calls/functions/ pointers/ and some api's are " translated" into a language bb10 OS can understand.

It's like having a translator. Someone speaks french to the translator (but you only understand English), so the translator takes it in and then speaks it in English to you.( the language you understand)
