First, double check you have the:
- Right OS (not a dev beta);
- Right OS for you device;
- All necessary files (one autoloader or core+radio+bar apps)
Then you try the process again.

That's not normal behavior. I'd use the autoloader and reload the software. Backup and restore if you need to. That should definitely bring them back.
You loaded a developer OS which is bare bones.
