    This isn't a confirmed answer, my guess is as other posts suggest, it occurs when the phone restarts and from what I've observed - when there isn't any available memory for a newly opened app, the OS releases memory from idling apps.

    10.3.1 caused memory issues, not only apps close on my phone but the whole phone restarts!

    What version of 10.3.1 are you running? That happened to me sometime ago on my Passport. It was accompanied by the phone getting very hot. Since updating the phone to the last few OS versions to come out, I haven't seen it happen again. So I suggest you update to 10.3.1.2708 if you haven't done so already.
