Does this allow user to really survive 3G shutdown reliably in your opinion?

I've used it. You have to leave it open in an active frame. Calls were laggy for me on wifi and I was using a local voip.ms server that never gives me any trouble on my home VOIP line.

So I'd say it's probably not a realistic option.
