You can use a single BBID on two phones ( I'm doing it on my Z30 and Z10).
The only new feature of protect is that you can't simply wipe a BB10 device, set it up from scratch and use it, you'll need to enter the BBID password associated with the phone before.
Scenario 1: let's say you want to sell your device, you'll try to wipe it, but it'll ask you for your BBID password before and then it'll wipe. After that you can set up the phone from scratch.
Scenario 2: someone steals your device that is password protected, he can't only enter 10 wrong password and then use the phone, he'll have to know your BBID password to be able to set up the phone again.
Think about Icloud lock, you can't just steal an iphone, wipe it and use it, you need to know the password associated with the email on the iPhone to be able to use the phone again.
