1. This is not the latest news, the article is from 12/17/2014

2. The article doesn't state that the BB 10.3.1 update will be released on the "first week of feb" - it says that the earliest we could expect it to appear is February 2015. The exact quote:

While BlackBerry 10.3 is on the BlackBerry Classic, Passport and P’9983, that would mean the older models such as the Z10, Q10 and Z30, will eventually be able to enjoy BlackBerry 10.3.1 in February next year – at the very earliest.

I was just clarifying what the article really says - namely that the earliest timeframe we can expect for the 10.3.1 update is February 2015.

Of course, that doesn't exclude a possible release in the first week of February (or in the second, the third or the fourth).

February is the earliest we can expect the official roll-out, based on current official info. (Although there is a January 27th rumour floating about.)
