    I restarted my phone with four apps running. When the phone finished booting up, all four frames looked like the two on the left. Is there a setting to make your frames appear this way at all times?

    No. They just show up that way after a reboot if they were open before. It's a feature they added, to have open where you left it.

    Can't make them look like that otherwise.
